A heavy bag left on the sidewalk on Broad Street early yesterday morning led to the street being closed between Spring Garden and Callowhill, and to the evacuation of the school district's administration building. A new transportation package being considered in the state Senate would add $150 million to SEPTA's operating funds for the coming fiscal year, thus eliminating the need for the threatened fare hikes and service cuts.
